At the meeting of Council following the 2026 Annual General Meeting, Lisa Bos-Atchison was elected as Chairperson and Mark Muir was elected as Vice-Chairperson of Council.

The Chairperson of Council appointed the following individuals as Committee Chairs:

• Gay Patrick – Audit/Finance Committee
• Louise Ernst – Communications Committee
• Gloria Malinoski – Education & Professional Development Committee
• Alan Thomarat – Legislative Review Committee
• Margaret Lissel – Governance Review Committee
• Lauren Weafer – Pandemic Planning Committee
• Scott Moffat – Human Resources Committee
• Alan Thomarat – Discipline Committee

The next meeting of Council will be held on Tuesday, June 16, 2026

An in-camera meeting was held at the beginning of the meeting.

There have been no complaints received since the last meeting of Council. One file has been moved to Investigation. All other files are ongoing and investigation committees will be moving forward to determine the next steps in the upcoming months.

The following motions were passed:

• To approve the January 2026 Revenue & Expense Reports as presented.
• To accept the Legislative Review Committee’s recommendation to approve the revisions of bylaw 4120 – Meetings of Licensees, as presented.
• To accept the Legislative Review Committee’s recommendation to approve the revisions of form 20 – Embalmer Funeral Director Student Registration Application, as presented.
• To accept the Education and Professional Development Committee’s recommendation to approve the revisions of bylaws 2014 – Professional Development, and 2023 – Graduated Supervision, as presented.
• To accept the Education and Professional Development Committee’s recommendation to approve the revisions of form 63 – Graduated Proficiency Declaration, as presented.
• To accept the Education and Professional Development Committee’s recommendation to approve the revisions to Policy 2022-20 – Mentor and Preceptor/Sponsor Program – Guidelines and Best Practices, as presented.

The next meeting of Council will be held Wednesday, April 15^th, 2026.

No in-camera meeting was held at the beginning of the meeting.

One complaint has been reported since the last Council meeting. It is currently being assessed to ascertain whether it falls under our legislation. File 2025-09 has been moved to investigation and 2025-10 continues to be in the preliminary evaluation stage, as additional information has been requested from the licensee.

The following motions were passed:

• To approve the November 2025 Revenue & Expense Reports as presented.
• To decline the request to approve the following titles – Licensed Funeral Salesperson and/or Licensed Funeral and Cemetery Salesperson.

The next meeting of Council will be held Wednesday, February 11^th, 2026.

An in-camera meeting was held at the beginning of the meeting.

There have been three complaints received since the last meeting of Council. One was resolved as it did not fall under our oversight, while the other two are at the preliminary stage. Two previous complaints were resolved with no further action. All other files are on-going, and the committees have been continuing to meet.

The following motions were passed:

• That Council approve the revised financial operating statements for the period of February to August 2025.
• Approve the September 2025 Revenue & Expense Reports as presented.
• Accept the recommendation of the Legislative Review Committee for approval of the revisions to Advisory 26 – Attestation of Death (Funeral Director’s Statement of Death), as presented.

A second in-camera meeting was held at the conclusion of the meeting.

The next meeting of Council will be held Wednesday, December 17, 2025.

The following motions were passed:

• Approval of Committee Terms of Reference as presented, to add to the FCSCS website.
• Council administration to put a call out to licensees for their interest in putting their name forward to sit on a committee of Council.
• To correct wording errors, accept the revisions to bylaw 4100(1)(b) as presented.
• Approve the 2025 May, June, and July Revenue & Expense Reports as presented.
• Accept the Education & Professional Development Committee’s recommendation to adopt a policy that educational credits are not provided to those persons who are serving on any committees or any capacity that receives a per diem remuneration, effective November 1st, 2025. This would include Mentors, Practical Embalming Examiners, Course Instructors, and Committee Members of Council.

The next meeting of Council will be held Wednesday, October 15, 2025.
